What this interview looks like

A State PSC board is typically a Commission member in the chair with two to four members: a serving or retired senior officer, a subject expert or academic, and often a psychologist or language expert. Interviews run 15 to 30 minutes and open from the candidate's application: home district, education, work, hobbies, choice of post. The chair tests composure and balance; the senior officer presses on the state's economy, welfare schemes, Centre–state and inter-state disputes; a member poses an administrative dilemma a Deputy Collector or DSP would face. Interview marks range from about 75 (APPSC) to 250 (OPSC) and carry 8 to 17 percent of the final merit, which decides the post allotted. Boards switch into Tamil, Kannada, Telugu, Bengali, Gujarati or Malayalam without warning, and judge whether you can speak to a citizen as easily as to a secretary. How it is weighted

Personality test of 250 marks, added to the counted Main papers (Essay and four General Studies papers, 1,250; Odia and English are qualifying), for a total of 1,500. The interview is the single largest component after General Studies. Verify against the latest notification.

  1. Disaster management

    Odisha has achieved near-zero casualties in several cyclones. What has made this possible, and what still needs improvement?

    What a strong answer covers

    Early warning, mass evacuation to multipurpose cyclone shelters, trained community volunteers, OSDMA coordination and the lessons learnt since the 1999 super cyclone. Gaps remain in livelihood recovery for fishers and farmers, housing, health services and urban flooding in cities like Bhubaneswar. Avoid praising without discussing remaining challenges.

  2. Mining and DMF

    As Sub-Collector in a mining district, how would you ensure District Mineral Foundation funds actually benefit affected communities?

    What a strong answer covers

    Identifies directly and indirectly affected villages, takes gram sabha views, prioritises drinking water, health, nutrition, education and livelihoods, selects projects transparently, publishes spending and invites social audits. Avoid using DMF money for projects far from mining-affected areas or for showpiece urban works.

  3. Tribal rights

    The Niyamgiri case is often cited in debates on tribal rights. What principle did it establish, and how should it guide officers today?

    What a strong answer covers

    The Supreme Court's emphasis on gram sabha consent under the Forest Rights Act, respect for cultural and religious rights, and the role of consultation in project decisions. Balanced view on development and rights. Avoid misstatement of facts or partisan framing.

  4. Odia identity

    What does Odia Asmita mean to you, and how can the state promote it without being exclusionary?

    What a strong answer covers

    Pride in Odia language, literature, history and identity, promoted through schools, culture, use of Odia in administration and heritage conservation, while remaining inclusive of all communities, tribal languages and migrants. Balanced and positive. Avoid chauvinist statements or treating identity as a political slogan.

  5. LWE areas

    As an OAS officer in Malkangiri, how would you approach development work in a Left Wing Extremism affected area?

    What a strong answer covers

    Roads, mobile connectivity and banking, residential schools and health services, implementation of PESA and forest rights, trust-building through regular camps and local recruitment, coordination with security forces, and strict respect for human rights. Avoid a purely security-based approach or ignoring the grievances that sustain extremism.

  6. Odia culture

    ଜଗନ୍ନାଥ ସଂସ୍କୃତି ଓଡ଼ିଶାର ସାମାଜିକ ଜୀବନରେ କିପରି ପ୍ରଭାବ ପକାଇଛି?

    What a strong answer covers

    The inclusiveness of the Jagannath tradition, the Rath Yatra, Mahaprasad shared across castes, its influence on Odissi dance, Pattachitra painting, literature and festivals, and its place in Odia identity. Answering in Odia shows comfort. Avoid controversial religious claims or partisan comments on temple administration.

  7. Migration

    Distress migration from western Odisha to brick kilns in other states is a long-standing issue. What would you do as a BDO?

    Identifies vulnerable households, provides MGNREGA work and timely wages, livelihood and skill support, registers migrants before they leave, coordinates with destination states, protects children's schooling through seasonal hostels and acts against exploitative labour agents. Avoid simple bans on migration that push it underground.

  8. Service preference

    OAS or OPS: which do you prefer, and why? What would you do if allotted the other?

    What a strong answer covers

    A reasoned preference linked to aptitude or experience, for example interest in revenue and development work or in policing, real knowledge of what each service does in a district, and willingness to serve fully in either. Avoid disparaging the other service or sounding unwilling to accept the allotment.

  9. Heritage and tourism

    Konark and the Puri coast attract many tourists. As a district officer, how would you balance tourism growth with heritage and coastal protection?

    What a strong answer covers

    Carrying capacity, coastal regulation norms, heritage conservation in coordination with the Archaeological Survey of India, waste management at peak season, olive ridley nesting beaches, local livelihoods and community involvement. Avoid prioritising only tourist revenue or only conservation without a workable plan.
